In parts of Germany,Germans involved have put in place a system called Dial4Light that lets mobile-phone users turn on street lights when they actually need illumination. The service need you to call the Dial4Light number and enter a route code.The best bit, a reported cost savings of 25 percent in power bills for the the towns.
